The British Council is seeking a consultant to develop an operational Monitoring and Evaluation system for the Culture Bridges programme to underpin this action and run through the different components mentioned in the above section. S/he will review and refine the programme's logical framework (Logframe) and will propose tools that can be used to collect and analyse data relating to the programme effectively. S/he will be expected to develop key learning questions to assess progress and results against objectives and inform programming and strategy throughout implementation. It is anticipated that this consultancy will enable and significantly contribute to the impact of the programme.

Expected Results/Description of Responsibilities

The Consultant will establish a results and monitoring framework for the Culture Bridges programme, which includes the following activities: ·
  • Review and finalise the Logframe/indicators based on programme documents (i.e. Description of the Action and Theory of Change, the Logframe and other relevant materials) in close liaison and co-ordination with the programme team (July – September 2018). ·
  • Design an M&E plan in line with the Logframe with a set of relevant indicators and sources of verification to monitor the project progress and outputs listed above, including a list of Key Performance Indicators (KPIs) for the programme and corresponding data collection methods and tools (September 2018) ·
  • Accomplish others M&E tasks, as they come along in close liaison and prior agreement with the British Council.
